输出 t 到流 os 中。

等价于 return os << std::format(os.getloc(), STATICALLY_WIDEN<CharT>("{:%T}"), hms); ，其中 STATICALLY_WIDEN<CharT>("{:L%T}") 若 CharT 为 char 则为 "{:L%T}" ，而若 CharT 为 wchar_t 则为 L"{:L%T}" 。
